The International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR) are two important sets of U.S. export control laws that affect the manufacturing, sales and distribution of certain articles, technologies, technology products, software, and services. Both laws are designed to control access to specific types of technology and data that will prevent the unintended disclosure or transfer of sensitive information or goods to unauthorized foreign nationals or entities.
The rules apply to any entity in the United States that manufactures, exports or temporarily imports defense products or services.

- Even if you don’t export, you may have to register your company with DDTC.
- You may need a license to share technical data (blueprints, emails, etc.).
- Many items may trigger an export license requirement (titanium, lasers, machinery) that a large number of companies are unaware of.
- You may actually be “exporting” and not know it. You are responsible for vetting the end-user of your product, even if the shipment is a domestic sale.
